Sycamore 16000 OC3

I worked on an OC3 circuit between Alcatel 1648 ring and Sycamore 16000 BBDCS. Fiber tech was dispatched to clear Loss of Signal on Alcatel 1648 OC3 card. Fiber tech found circuit not wired correctly however still showing Loss of Signal. I found Sycamore 16000 provisioned as OC12. I modified attributes on both working and protect to Admin Up and OC3. Cisco router now testing good to loop from off-net.
